This is straightforward and in no way cruel! People are tired. It has been 7 straight months of this. She needs to know the truth, and this person has nothing to apologize for. Don't get upset at the messenger!

Ongoing construction work could drive anyone crazy! When you're hearing the same repetitive noises from dawn til dusk, it's no wonder you'd start to get terrible migraines from it.
The neighbor seems like she was blissfully unaware of how disruptive her construction project was, which is wild, because she's living through it, too! Maybe it never occurred to her that other people around her would be irritated by it. Maybe she just thought that they'd shrug their shoulders and say, “Well, there's nothing we can do about it, it's just construction work.” But at a certain point, someone had to hit that breaking point and say something to them.
The interesting question now is… when will the construction work actually stop? Will it take another 7 months (or longer!)? It's not like the neighbors can ask the construction workers to hammer and drill more quietly. They've already sunk money and time into this project, so I suppose they'll just have to see it through to the end.
As for this person, maybe she can treat herself to a quiet weekend getaway, somewhere far away from the sights, sounds, and smells of a construction project that's gone on for far too long.
